HSE Manager

Pay Rate: $65,000.00 – $105,000.00 / year

unWired Broadband is searching for an experienced HSE Manager to join our dynamic team. Reporting to the Director of Field Operations, this position is responsible for planning and managing the organization’s safety policy/procedures and field training program directly and through subordinates.

Essential Duties and Responsibilities:

  • • Lead and direct the work of subordinate staff in the day-to-day performance of their jobs.
  • • Monitor and evaluate the workplace, including jobsites, to ensure compliance with federal and state law, as well as industry-specific requirements.
  • • Maintain and update IIPP and related policies as necessary.
  • • Design and direct safety training programs to prevent workplace injuries and other losses.
  • • Develop plans and policies for safety orientations and meetings including skills training, emergency preparedness, proper job instruction, and the use of personal protective equipment.
  • • Study, identify, and report causes of past incidents to develop recommendations and follow-up to prevent recurrences.
  • • Research and maintain compliance with federal, state, and local laws and regulations as they apply to safety.
  • • Design, plan, and implement training programs, policies, and procedures.
  • • Collaborates with functional teams to assess ongoing and future training and development needs and the effectiveness of established programs.
  • • Research new training techniques and suggest enhancements to existing training programs to meet the organization’s changing needs.
  • • Perform periodic scheduled and unscheduled field and facility inspections of all operations and fleet to verify compliance with all regulations and company policy.
  • • Verify that rigging and Job Safety Analysis (JSA) Inspections are completed as required by all employees to comply with company inspection requirements.
  • • Inspect and monitor Field Aerial Operations to ensure only trained and certified employees are conducting work using equipment or tools that require specific training and certification prior to operation.
  • • Maintain current knowledgebase to provide initial and refresher training to employees on company policies, industry mandated training (Hazcom, CPR etc.) and company-specific training.
  • • Conduct field accident investigations as necessary.
  • • Assist in proper handling and documentation of insurance claim records.
  • • Perform retraining and corrective counseling following accident or incidents.
  • • Communicate effectively with organizational stakeholders to provide information relating to implementation of process improvements to ensure sustainable growth.
  • • Perform cost-benefit analysis of new equipment, services, or changes in processes.
  • • Expand technical knowledge by attending educational workshops, reviewing professional publications and attending relevant training sessions.
  • • Develop and execute a comprehensive HSE strategy that aligns with company objectives and industry best practices.
  • • Establish clear HSE goals, targets, and performance metrics for installation, construction, and tower crews.
  • • Stay up to date with local, state, and federal regulations related to health, safety, and environmental matters.
  • • Ensure company-wide compliance with all relevant laws and regulations.
  • • Conduct thorough risk assessments for various operational activities, identifying potential hazards and developing mitigation strategies.
  • • Collaborate with cross-functional teams to implement effective risk control measures.
  • • Design and deliver HSE training programs for employees, contractors, and crews, focusing on hazard recognition, safe work practices, and emergency response.
  • • Monitor training effectiveness and adjust programs as needed.
  • • Lead investigations into incidents, accidents, and near misses, analyzing root causes and recommending corrective actions.
  • • Maintain incident records and ensure timely reporting as required.
  • • Foster a strong safety culture throughout the organization by promoting proactive safety behaviors and open communication.
  • • Engage with employees and crews to gather feedback and continuously improve HSE practices.
  • • Develop and update emergency response plans, ensuring all employees and crews are aware of protocols and procedures.
  • • Conduct periodic drills to evaluate preparedness and response effectiveness.
  • • Implement measures to minimize the environmental impact of company operations, including waste management, energy efficiency, and resource conservation.

Supportive Duties and Responsibilities:

  • • Participate in meetings, providing information and reports as required.
  • • Provide effective communication with Support, Sales, Scheduling, Accounting, and Human Resources, regarding business demands and employee issues in a timely manner.
  • • Promote teamwork and achievement of unWired Broadband goals by coordinating and participating in meetings between all departments to ensure the timely and accurate flow of information.
  • • Ensure compliance with all Company policies and procedures.

  • • Ensure a safe, healthy work environment by following all safety, health and environmental policies, procedures and regulations per the Company’s IIPP, job safe practices and other related programs.

Skills and Qualifications:

  • Education: High School diploma or equivalent knowledge and skills. Bachelor’s degree in Environmental/Occupational Health & Safety or a related field preferred. Master’s degree is a plus.
  • • Professional certifications such as CSP (Certified Safety Professional) or equivalent.
  • • Proven experience in managing HSE programs, preferably in a construction, telecommunications, or similar industry.
  • • Strong understanding of relevant HSE regulations and standards.
  • • Excellent communication, leadership, and interpersonal skills.
  • • Ability to analyze data, generate reports, and make data-driven recommendations.
  • • Proficiency in using HSE management software and tools.
  • • 2-3 years hands on experience in construction or similar role.
  • • Familiarity with standard concepts, practices, and procedures within the telecommunications field.
  • • Advanced skill in communicating orally and in writing with all employees and departments.
  • • Must be highly organized with demonstrated ability to multitask.
  • • Ability to conduct effective trainings sessions in a group and one on one.
  • • Experience with Salesforce or other CRMs preferred.
  • • Ability to interpret and apply complex technical information
  • • Knowledge of systems design and implementation in a database environment
  • • Knowledge of teleprocessing security and communications networks; and knowledge of technical and user-related aspects of a personal computer environment is highly desirable.
